PE Global is currently recruiting a Transport Manager for a 3-month rolling contract role with a healthcare client. The role will be hybrid and based in Norfolk or Suffolk.


  • Act as the main point of contract for all fleet-related issues.
  • Develop arrangements for the monitoring of motor fleet transactions, to include invoicing and payment arrangements.
  • Provide a comprehensive financial monitoring system for the motor fleet service, and ensure best value for money is obtained for the client. This will require extensive knowledge and negotiation over both cost and service.
  • Responsibility for the maintenance of a motor fleet that complies with all statutory requirements, including MOT, road fund licence and insurance compliance. 
  • Responsibility for ensuring that all lease cars are procured by the client in line with Standing Orders, Standing Financial Instructions, Scheme of Delegation, and related financial procedures.
  • Develop and maintain all Motor Fleet policies and procedures. 
  • Main contact with HM Revenues and Customs, and Payroll for all tax and related matters in respect of Motor Fleet.
  • Act as Budget Holder for the Motor Fleet budget, incorporating regular monitor, assessment of performance and involvement in budget setting process.
  • Provide assistance to the Director of Estates and Facilities on the carbon reduction programme. 
  • Provide advice and support to management to ensure good financial control.
  • Participate in training programmes for all staff on all matters relating to Fleet Management. This will require effective communication with all users of the fleet services across the client including face-to-face training providing clear advice and guidance.
  • Deal directly with the clients’s fleet providers and handle the negotiation of contractual terms. This will involve attending regular contract review meetings with fleet supplier to ensure contract is being complied with.
  • Investigate and respond to complaints received in relation to Travel services including day to day issues.
  • Ensuring that the client has relevant insurance to cover all vehicles and ensuring accidents and incidents are reported in line with insurance policies.
  • To ensure that all drivers have regular licence checks carried out in conjunction with the fleet management services and to ensure that records of these are maintained.



  • Educated to degree level or equivalent or equivalent experience within Contract Management or Travel Service operations.
  • Ability to clearly present and explain complex information to non-financial managers.
  • Ability to engage with stakeholders, both internally and externally to deliver outcomes.
  • Ability to develop and implement operational procedures to assure efficient and compliant operational transport services.
  • Significant experience in using computerised financial and non-financial information systems.
  • Proficient in use of IT software including excel and Word.
  • Experience of effective working within a team and alone.
  • Experience of working with minimal supervision.
  • Knowledge of the components of governance, risk management and assurance functions.
  • Well organised with the ability to prioritise own workload to meet tight deadlines.
  • Policy/Procedure writing.
  • Solid writing skills to produce clear and effective documentation and reports.
  • Proven analytical skills to effectively analyse travel data and draw accurate conclusions.


  • Qualification in project or contract management.
  • Experience of managing travel service operations.
  • Experience of developing strategy and policies to support sustainable and efficient travel operations.
  • Knowledge of Lease vehicle procedures and requirements.
