PE Global Recruitment is working with one of Irelands leading state bodies to recruit a Senior Procurement Specialist to join the team in Dublin. This is a Fixed Term year long contract.

The Role – Senior Procurement Specialist
Reporting to the Corporate Procurement Manager, the Senior Procurement Specialist will be responsible for leading on procurement processes across the organisation and its associated entities. This role is ideal for a procurement professional with strong public sector experience, excellent stakeholder skills, and the ability to deliver value while ensuring compliance with national and EU procurement regulations.

Key Responsibilities

  • Manage end-to-end procurement competitions, from scoping to contract award.

  • Draft and deliver tender and contract documentation (including eTenders/OJEU notices).

  • Work closely with stakeholders to define procurement requirements and advise on best methodologies.

  • Implement procurement practices that deliver value for money, reduce risk, and align with sustainability objectives.

  • Negotiate contracts and develop effective market engagement strategies.

  • Contribute to the development and enhancement of procurement policies and procedures.

Candidate Profile

  • Minimum 3 years’ procurement experience, ideally at a senior level within the public sector.

  • Proven track record procuring a range of goods and services (ICT, professional services, facilities management etc.).

  • Excellent knowledge of national and EU procurement legislation.

  • Strong contract negotiation and contract execution experience.

  • Degree or equivalent in a relevant discipline.

  • Skilled negotiator with demonstrable results.

  • Organised, adaptable and able to prioritise a busy workload.
