PE Global Recruitment are currently recruiting for a Programme Manager to join our client, a public sector transport entity based in Dublin.

The Programme Manager would be responsible for the management and delivery of critical Capital Investment projects that will  greatly improve Ireland’s public transport network.

ROLE & PURPOSE:

  • Deliver assigned programme to authorised budget, time and scope by:
  • Establishing and managing team, including delivery partners for the Line Programme.
  • Developing and delivering the strategy for the programme delivery
  • Managing the safety, financial and professional performance of the Line Programme team and partners. This will include the production of performance reports.
  • Managing stakeholders to ensure that the Line Programme delivers in accordance with their needs.

GENERAL MANAGEMENT RESPONSIBILITIES:

  • Safety: To act as a focus for safety in line with the Capital Investments SMS and to discharge safety responsibilities as outlined by the reporting Manager and SRS.
  • Engineering: To ensure that all projects are properly authorized and progressed in accordance with IE and CI policy, standards and procedures.
  • Business: To manage, coordinate and control all projects and related activities for the Navan Line Programme of work.
  • People: To ensure constant communication with all colleagues within the Navan Line Programme area and to support the People Management policy within the CI team.

SPECIFIC RESPONSIBILITIES:

ENGINEERING

  • Assist in the development of Capital Investments strategic plans for the delivery of the assigned programme, and the assessment of resource implications for the current and future workload.
  • Assign projects to Project Managers and ensure that the projects are managed to scope, cost and schedule completion by the application of appropriate resources and project management techniques.
  • Responsible for ensuring that projects are managed in accordance with defined project management and control procedures.
  • Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.

SAFETY

  • Completely and fully deliver responsibilities as specified in the Safety Responsibility Statement which accompanies this role.
  • Undertake and manage, as appropriate, incident investigations as requested.
  • Review on an on-going basis risks relevant to the role including both occupational and asset related risks.
  • Ensure that all briefings on Safety are completed with all staff as necessary.

PEOPLE

  • Support and lead the development of succession plans for all key positions within the Navan Line Programme team.
  • Ensure that corporate HR policy and procedures are adhered to within the team.
  • Managing the team to ensure that responsibilities and priorities are appropriately assigned to achieve agreed safety objectives.
  • Support the provision of training and competency to Programme staff as defined in CI SMS.
  • Lead and provide all necessary support to staff to enable the execution of their role.
  • Communicate effectively with staff to ensure proper execution of tasks.

FINANCE

  • Plan, monitor and report on all financial aspects of the Line Programme of works.
  • Prepare and manage budgets as necessary ensuring all chargeable and non-chargeable items re: person hours are accurately captured.
  • Undertake all activities in line with the client’s governing procurement policies and procedures.
  • Prepare quarterly interim and annual stewardship report, identifying:

o Performance against each objective.

o Actual and forecast expenditure against budget

 

KEY QUALITIES:

ESSENTIAL:

  • An Engineering, Construction or Project Management degree or equivalent
  • Member of Engineers Ireland or other relevant professional body
  • Minimum of 15 years project engineering experience in relevant engineering environment.
  • Demonstrated general, safety and project management capability appropriate to the role and purpose of the position
  • Strong leadership, negotiation and interpersonal skills
  • Ability to establish and develop within a project management environment.
  • Proven record in stakeholder management (project sponsors, maintainers, operators, funding agencies, local authorities etc.
